For sure he and those of his ilk are in it for power and money, but I believe he is issuing another warning that they are preparing a nastier pandemic, and actual pandemic, to launch after seeing the success of this ‘kill a bunch of folks’ lite.
These elitists want the population to be maintained at just the level to serve them.

I think you are special. In my experience, most people who end up with a good amount of money want control over those around them. At least that is my excuse for avoiding wealth...

And he has shown his own vulnerability in this with his leftist screeds and support of rights limiting leftist leadership.
Regulatory capture, with big government protecting and advancing big business (at the expense of small business and often to the level of monopoly or oligopoly), predates Whittle’s youth of Count Chocula.
He’s apparently just now starting to catch on.
My guess is the next pandemic will not happen if he dies.
I bet he and his family have not taken any of the “vaccines’.
I thought the codicil “obviously not all the time” would have covered it, but it is always much more satisfying to be ahead of the game and in the know.
He wants more people dead. He’s been gushing about killing most of the earth’s population for decades.
