Populism was already a conservative theme during the Reagan administration as Reagan strategist Jeff Bell knew. You can watch Brian Lamb interview Bell in the C-Span video linked below.

Populism got tossed in the trash when the GOP Establishment returned to power with the GHW Bush regime. GOP elites are no friendlier to populism than are their twins in the Democratic Party.

He does among Bush Republicans. He was at least an outside adviser to Dubya and may well have been a speechwriter.
