That’s how he can claim, “it” will cost nothing to the taxpayers.

The reason Sen. Manchin didn't vote yes on the Build Back Badly bill, is that the true costs of everything in the bill are hidden via tricks - true costs will be in excess of $10 trillion dollars. So-called one-time or temporary costs will become repeating or permanent costs without a time limit to end. You know what that means, super-hyper-inflation worse than Zimbabwe.
