Yes, he can. It’s extremely common for local governments to offer free tickets to someplace else for the homeless. They can certainly do it for illegals.
Once the program is widely known, illegals will queue up for their plane or bus tickets to blue cities.
More importantly it lets the Brandon administration that if you ship illegals from the border to FLA we are going to ship them into your backyard as fast as we can and we’ve set the money aside to do it.
It’s a very strategic shot across the bow at the dimmiecrats.

It is legal and commonly done with the homeless. Pay them to get on a bus and leave. Maybe just pay them when they get off the bus. Delaware needs some anyway.
