I assume that all of the on-air people on the major networks have puppetmasters who’s main job is to keep viewers from tuning out.

That's probably still true for some networks. But when applied to the fake news media, the main job is no longer to retain viewers. The main job is to sell propaganda. Fake News delivers whatever mockingbird tells them to deliver as the primary concern, and attempts to not to lose viewership as a secondary concern.
