Two immediate questions:
(1) Has the total number of ballots remained (approximately) constant, or have significant numbers of new ballots shown up?
(2) Was there ironclad chain of custody between the first count and now? Boxes full of ballots were counted. How were they secured? Did they get shoved into a storeroom where they were basically ignored because they were already counted?

Now tell me how he could predict that there would be a problem requiring a recount?
Yep! They will wait until other counties have reported and they know how many votes they need. … so predictable.
