How about issuing an injunction against Mayor Lightweight from issuing vaccine mandates.
They jailed Eugene V. Debbs for agitating against WWI, and he still got a couple of electoral votes from jail. Ordering union heads or anyone else, but especially union heads, to stop speaking their minds is a very bad idea.

I'm sure that any homosexual cops will qualify for exemptions. Don't forget that Lori Lightfoot is the first LGBTQ mayor and first black female mayor of Chicago. Lightfoot was the first openly lesbian candidate in the history of Chicago mayoral elections.
