They probably went to the hospital for something else, got tested, came up positive, then sent to the COVID ward.

WITH COVID, not because of COVID.

Every hospital patient listed as covid gets additional funding. Both under Trump and Biden, this is one way they afford travelling nurses. Funds will dry up, and nursing shortages will stop.
