I could think of at least two reason that are not mutually exclusive. First, the Chinese could just want to sow dissension, distrust and disorder. Second, the people who would buy these fakes are people who didn’t get the vaccine but want to appear that they did - might be useful for the CCP to know who did not get the vaccine.
