The report also details a deep culture of risk aversion:

More women, transgenders and the gay! Diversity is our strength!

The obvious problem with the navy is that it needs more diversity!

...interesting picture....!!! I would imagine from the Second World War era.... for you history buffs, the sailor on the left is a Signalman 3rd Class, one of several “right arm ratings” that signified REAL sailors; the sailor on the right is an Aviation Radioman 2nd class, an aviation rating that disappeared soon after WW II.....as far as the kissing....ummmm, I ain’t going there.......

“right arm ratings”

I did not know that...and I was in Uncle’s Sam’s Canoe Club for four years (71-75). Speaking of Signalman...my boot camp instructor was a First Class Signalman. One tough dude, but still a great guy.

AND, while I admit to kissing a few sailors...they were ALL Waves.

My father saw the same problems in the 1950s. A post-WW II graduate of the United States Merchant Marine Academy at Kings Point, he was a merchant marine deck officer and activated his US Naval Reserve Commission during the Korean War. With close observation, my father was astonished at the frequent poor quality of USN ship handling. The naval chain of command was often arrogant and insistent on being catered to, while fundamental habits and skills pf seamanship were generally weak among USN officers and men. In contrast, poor seamen and weak officers were ruthlessly weeded out from the ranks of the merchant marine.
