Presumably, you test the machines before the election.

Why would you keep test ballots after the test is finished?

I realize the U.K. has its problems, but they do seemed to have figured out how to conduct elections. They hold an election. They count the ballots by hand in a room where each party has observers. Usually within hours of the polls closing all the candidates gather together to hear the results announced.

It seemed, years ago, that we were capable of doing the same thing, and now apparently we can’t.
