This is a real quandary. It is clear that Biden isn't functioning at a normal level and normally the VP would be more capable. However, it is Harris, so that assumption isn't assured. However, we are talking about a diminished Biden brain which was lacking when it was working at full strength, so Harris might be more competent. However, you only have to listen to her in one of her laughing hyena phases to see that there's no lights on upstairs. Sadly, you have to come to the conclusion that if you combined both of those brains, you're only getting to the halfwit level in the best case.
