A better solution is needed here, because the way this is worded the guarantee of “secret ballot” is compromised. No one is supposed to know how you voted. Ballots cast in person have no identifying information on them.
Having a ballot in an envelope with identity on it doesn’t sound like a great procedure.
I don’t have suggestions for how to fix this, but this procedure described is not a good one.

Oh BS. That’s actually the way it’s done here in California for God’s sake. The envelope has to be signed.
You need an ID for a library card, bank account, book a flight, rent a car...
EVERYONE has an ID and their is only ONE reason for not requiring it....

Like a law that says something like “any state requirement for identification shall require some combination of the following documents listed in this bill and any state agency shall accept all documents listed herein and may not accept any other forms of identification”
