Technology that had never been successful for humans. Warp speed would have never have had happen without not only the us 100% backstopping the cost but guaranteeing significant profits if successful. The entire point of a patent is to reward risk. None of these firms had any risk whatsoever, especially after granting them immunity for side effects.
