The truth is the "implant" is Microsoft SQL Server Management Studio and was installed on the Antrim County EMS server. The EMS software uses Microsoft SQL server as its database. However this particular part of the Microsoft SQL server package, the Management Studio, is not certified as part of EMS software product.

Thanks for the explanation. Is there any evidence that Management Studio can be or could be run remotely?

The article does give full quoted context when DePerno describes the offending item as a "program".
