The person drawing up the vaccine probably reconstituted an empty vial on accident. Or, less, likely, withdrew the vaccine out of the diluent vial on accident.

If this was deliberate I'm wondering if it's a regular practice by drug companies to include random saline vials to be used as a control.

If the vaccine and saline came out of the Baltimore lab they were probably already mixed up and the people getting saline actually got the vaccine.

Yep, I am very leery of the “vaccines”. I sincerely hope they do work and there are no adverse reactions. What alarms me is that people just aren’t thinking. So many post that they received the vaccines and are perfectly fine. How do they know if they might have screwed up their immune systems? I hope they can still say the same thing a year from now.
