I keep hinting, there is a core of 90, including parents who supply them. Put their photos on billboards like the FBI does. Without moms/dads feeding and equipping their ferals before they start, and bringing popsickles and fire-starter supplies for an evening snack and getaway vehicles for after the act, the group falls apart with followers who haven’t got clue one or the mental energy on how to lead. Or you can keep doing the same thing as happened in the Wild West towns - actors show up and get destructive, police respond, they go to court, get handslapped by a batty DA and off to the races for cash again (with a lawsuit against teargas damage). Disheartened police abandon the town for greener pastures. Banditry rules until The Earps show up but by then even they can’t control the town. Townseople move out, town dies a slow agonizing death.

In a sane world, this would qualify as a deadly force situation and the ICE personnel would be fully justified in shooting all of them.
