They have to defuse the situation. Referring to him as Lieutenant shows they recognize he’s not some thug. But he still needs to show he is no danger to the policemen.

No, it’s not. It’s cutesy-ased cop-to-cop talk for being Tased. Absolutely inappropriate if stated to civilians. Proper: “Sir, if you do not exit the vehicle I will Taser you.” (T A S E R = “Thomas A Swift’s Electric Rifle”. Seriously.)
Students of de-escalation studies will note that repeated commands or statements (on both the part of the Lt. and the cops) only served to escalate a situation.

Seems the guy apparently had no plates at all on a new vehicle; apparently had some sticker or other that he had applied for registration or tags (never owned a car) and that it wasn’t visible. The guy didn’t immediately respec their authoritah and treated him as if he had already committed a felony.
That seems intuitive.
It appeared the cops immediately upon exiting their vehicles had their guns drawn and pointing at the suspect.
And the traffic stop was over a license plate discrepancy? That’s it?

While weeping and pleading not get shot. Worse police shooting ever, but we both know why there was no outrage over that one. In this case, all the guy had to do was what the officers told him and, like someone else said, it would have over in 5 minutes.

I have had the honor of working with some of the best cops in the world. I have even trained Special Reaction teams on tactics for putting down prison riots. But there are a whole lot of mistakes being made by these two “officers”. They let their pride and “authority” get in the way of good judgement.
They knew they were wrong.
Let’s think about “Lawful” orders, shall we?

As a white man, I’ve never been pulled over at gun point, ordered out of my vehicle and taken down.
In Detroit (my hometown and where I lived and worked for DFD) this doesn’t seem to happen, unless the cops have been chasing the vehicle. Or if the plate comes back not for that vehicle.
When you buy a new vehicle in Michigan you’re given a flimsy paper plate that gets taped in the rear window. Hard to see if windows are tinted and often falls off.
In the suburbs of Detroit, although the whole race issue of today is out of control and nuts and fraudulent, driving while black in a real thing.
Traffic stops in the suburbs are very different with white people than with black people.
I expect cops to use extra safety and caution, but lack of professionalism and abuse just doesn’t happen to Irish lads as much.
I don’t know about your home planet but on earth it is commonplace for blacks to provoke confrontations with armed police officers.
Too many police have their ego conflated with their authority.
We need more Sheriff Andy and less Deputy Fire.

Explain to us how someone unbuckles their seatbelt and opens the door while keeping both hands up.
