I think he meant to say “UCMJ” (Uniform Code of Military Justice a.k.a. military law).

Would also like to point out that since Vindeman was paid to appear in a Lincoln Project ad, in all likelihood he will be a subject of interest in the forthcoming FEC investigation against Lincoln Project's Wilson, et al.
