There is the nut of the problem...a parent(s) not interested enough in their own child’s progress to ask the simplest of questions.
Did this get a periodic grade report?
Did this parent review said grade report?
Did this parent inquire of the child anything about school, grades, activities?
Blame the school if you want, but this starts at HOME.
The worst part is that the gubmint workers raked in a ton of money - and racked up huge retirement benefits - while this zero was passing through the gubmint daycare.
The only other job where someone gets that deal is police work - you can get rich with no results, and they muddy up any performance metrics.

This is the same place that puts all its energies into changing the name of a historic Coast Guard Cutter on display in its harbor (USCGC Taney, was at Pearl Harbor 1941) because the person it was named after was a racist Supreme Court justice.

I have worked in high schools for 29 years in the south suburbs of Chicago. I have encountered many parents just like this one. We send home by USMail and email progress reports twice a quarter, plus the quarter grades, plus the semester grades. For over twenty years, parent is robocalled daily if their kid is absent. Teachers are required to call and inform parent when the kid is not passing to try to elicit parent support. Counselors call parents when progress reports and grade report cards come out to inform parents and if the do not earn credit calls and letters go out informing parents their student needs credit recovery. Parents are contacted when kids need summer school for credit recovery. Almost every school does this. Then when their kid only has two credits in their senior year, the parent- always a single mom, shows up claiming no one ever contacted them and they didn’t know. When you show them the volume of logs of attempted contact,then there is verbal aggression on the part of the parent and lots of cussing and then lots of tears. And some how its the schools failure that their little angel who never came and did no work isn’t going to graduate.
Doesn't "ranks near top half of his class" mean that he is actually not in the top half - only "near"? (Discounting the garbage these "journalists" usually produce.)
I remember my first job out of college was a substitute school teacher in El Paso, Texas. Some of the kids had such a thick Spanish accent that it was pretty hard to understand them. And others look like they were older than me. One of the guys came out to me and said, “Hey teach, what are we doing today?” He had a pretty full beard, a chain on his jeans and what looked like a pack of cigarettes rolled up in the sleeve of his T-shirt. That really blew me away.
