Why can’t slow Joe zoom his State of The Union address from his basement? My neighbor watches exotic videos on rumble that say Joe is not living in the White House most of the time. But in Delaware where there are no long term White House flunkies (servants, gardeners, chefs etc) to rat him out as far his non-functioning.

Exactly correct. Thomas Jefferson ended the practice of delivering a speech to Congress, and it wasn’t resumed until Woodrow Wilson. The Constitution doesn’t require a speech at all, and it doesn’t mandate an annual report.
The State of the Union address derives from Article II, Section 3 of the US Constitution, which says presidents “shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient.” This has been interpreted differently by various presidents, given how vaguely worded it is.
