I thought Nancy Pelosi was smart enough not to put Eric Swalwell as one of the House impeachment managers because of his alleged affair with a chinese spy. It would have been better if she kept him doing less public work.

Simply stated, unconstitutional federal EO's and declarations will not be enforced and in at least one instance any federal agents showing up in that county (don't recall where) will be arrested and charged with a crime.
If the JoHo administration decides they are going to "rule over the American Citizens," their "rules" will be ignored by local LEO.
I can see this becoming VERY prevalent in red counties and States.
