Yes, and no.
I believe Icarus “simply” was a giant inflated curved mirror array used to reflect sunlight to Earth in an area determined by distance and the shape of the mirror.
Solaren wants to use solar panels to generate electricity to convert into a Radio Frequency beam or beams, then upon reception the RF energy is converted back to electricity.

Now, Solaren’s illustration actually shows a blue beam directed to the receiving antenna on Earth. In actuality, I’d think the beam would be invisible, unless encountering significant dust or water droplets — I suppose those could be heated “blue hot”, but I’d wonder about how large the losses might be in that instance. (Some other FReeper is surely more knowledgeable than I on whether or not such a beam (essentially be a very high power microwave (or radar?) beam would ever be visible and what it might look like.)
In any event, Solaren’s illustration (see next post) alone could easily lead someone not versed on the subject to think that if blue lights were seen near some of the fires’ origins, there might be a connection.
