He is. I think DJT and Rush both underestimated the size of the Deep State Swamp, and that all POTUS could do was flail at it, but never land a killing blow, even with 2 terms, let alone one. The DSS’s width, breadth and depth is worldwide, and all DJT was doing was tilting at the false, set-up DSS windmills, as Don Quixote did.
