Agreed. But even if he did have Congress behind him, the nature of things in Washington is horse trading. You vote for my bridge to nowhere and I vote for your opera house. Even if he could have eliminated some of the useless government infrastructure, he probably would have horse traded it for something else that he wanted more.
Frankly, I am amazed that there isn’t still a buggy whip set aside to keep buggy whip manufacturers working.
