The Statista article cites a tweet from New Orleans-based crime analyst Jeff Asher who has a spreadsheet source document:

https://docs.google.com/spreadsheets/d/1Z9b5mIwztAwmEHJW7Q5DHMjS14-Rs7XIXOt33Al_rDw/edit#gid=1757262194

The percentage are one thing, but you need to look at the raw numbers also.

The Top 25 in total murders

City 2020 2019 As Of Change
Chicago 748 481 12/20/20 0.5550935551
Philadelphia 469 346 12/27/20 0.3554913295
New York 437 314 12/20/20 0.3917197452
Los Angeles 343 257 12/26/21 0.3346303502
Detroit 327 274 12/31/20 0.1934306569
Baltimore 321 333 12/19/20 -0.036036036
Houston 321 225 10/31/20 0.4266666667
Memphis 290 191 12/31/20 0.5183246073
St Louis 261 194 12/28/20 0.3453608247
Dallas 245 199 12/27/20 0.2311557789
Washington 197 165 12/28/20 0.1939393939
Indianapolis 197 145 12/05/20 0.3586206897
New Orleans 194 120 12/28/20 0.6166666667
Milwaukee 191 98 12/19/20 0.9489795918
Cleveland 175 121 12/31/20 0.4462809917
Phoenix 175 110 10/31/20 0.5909090909
Kansas City 174 151 12/28/20 0.1523178808
Atlanta 150 95 12/19/20 0.5789473684
Jacksonville 139 120 12/12/20 0.1583333333
Louisville 139 78 10/31/20 0.7820512821
Nashville 114 81 12/26/20 0.4074074074
Miami, (County) 106 81 12/20/20 0.3086419753
Charlotte 104 87 11/08/20 0.1954022989
Oakland 102 74 12/27/20 0.3783783784
Fort Worth 102 62 12/01/20 0.6451612903

Seattle was 37th in total
Seattle 47 27 11/30/20 0.7407407407

For Seattle three murders would equal 10%
For Chicago, three murders would be less than 1%

Also note not all of the totals are as of the end of the year. He has additional incomplete states for another 35 cites and lists about 30 cities he did not look up.

In Chicago there is the dead - 792 murders (includes non-gun murders) up 52 percent from year previous.

Then there is the shootings - 4,174 shot down on the streets of Chicago last year, up 53 percent from year previous.

That is a little misleading: not all of the 4,174 were actually shot down in the streets of Chicago. Some of the children were eating at the breakfast table or sleeping in their beds when they were shot from the street.

“”Too bad. Not my problem.””

Nor is it the problem of Congress. It’s the problem of cities/counties and states.

“”it’s certainly related to the fact that the criminal justice system is on pause””

de Blasio - that’s not the only thing that’s on pause in NYC, you jerk.
