It sounds like he is laying out the evidence for using the Insurrection Act. It is mostly about enforcing the law, it's not martial law.

Trump has been advised by Flynn and Powell to invoke the Insurrection Act. He has every reason to do it, but has declined that option due to negative PR. After today, he has no reason to delay that decision. The den of snakes on Capitol Hill should know what they are unleashing by rubber stamping the fraudulent elections. God help us all.

TV showed a panoramic view of the city streets from on high, no massive crowds visible, but also I couldn’t tell when this was filmed although the impression was that it was after President started speaking midday. All that has been mentioned for groupings is the Ellipse and Freedom Plaza.
