That all is quite logical and would be the Constitutional way of handling it. Unfortunately, it takes a US Rep and a US Senator to agree to object to the electoral votes... Who will step up? Without this, NONE of this “plan” can happen.

In the combined session to count the votes 1 Rep and 1 Senator have to object to the same electors they want challenged. If that happens...
The Senate goes to their chamber and the House stays in theirs and they have 2 hours to debate each challenge. Each member gets 5 minutes max to make their case.
Then, they take a vote to determine if any of the disputed elector votes are tossed.
If a majority vote does NOT occur in BOTH houses, then the disputed votes stand and there is NO 1 vote per state process.
If a majority vote DOES occur in BOTH houses, then those disputed electors are tossed. Assuming the number of elector votes tossed causes neither candidate to have 270 elector votes....THEN the 1 vote per state process takes place.
Since there is a zero percent chance that the pelosi house of reps would even considered voting to affirm any objection....the process fails and goes no further. The senate, even though it wouldn't matter because BOTH houses have to vote to affirm the disputed EC votes, would almost certainly NOT pass a vote to reject electors.
The objection is the easy part. Getting both the senate and the house to get a majority vote to reject electors is an impossibility.

The Republican legislatures in the disputed states failed not only their constituents, they failed our country when they abrogated their clear Article II Constitutional authority.
