Can Wallace point to the provision in the Constitution, aside from the Electoral College, which designates the ‘office of the President elect’?
Can Wallace point to the part of the Constitution where the press decides the winner of an election?

That is an Honorirfic without substance at this point. A term used to elevate the recipient as a pending subject to the office. When the Electoral College has voted, his predecessor conceded and his election certified in accordance with the Constitution then, and only then, is he due the honorific until the day of his Inauguration.
Wallace’s use of it now is just brown nosing.
