You almost have it correct. It is not State Legislatures which vote for the President, it is the House of Represenatives voting by State delegation of which the Republicans control at least 26 in the new Congress.

My error. I mistakenly used ‘legislature’ in place if ‘delegation.’ Yes, the house state delegation gets 1 vote. And republicans control 29.

The most bizarre “transition delay” was after the election of 1876.
The President was not determined by Congress until the day before the inauguration.
