Provisional ballots are those cast when precinct and/or registration is in question.

Absentee ballots are ALWAYS (and ALWAYS have been) counted, after the precinct verifies that the same voter did not vote in person. There is never a question of precinct or eligibility, because the ballot is coded to the proper precinct, and absentee ballots are only issued to a voter already registered in that precinct. For that reason, absentee ballots are NEVER considered provisional. They are either valid, if voter did not vote in person, or voided as duplicate if the voter did show up at the polls after mailing their ballot.
It takes time for that verification process to occur, so the count isn’t complete on election day. But that doesn’t mean that those votes aren’t counted in the certified results.

The 2016 election results revealed that military absentee ballots were not used for the election, nor for the previous presidential election.
The talking heads revealed this and there were FR threads covering this after '16.
Yes, the ballots MAY have been counted, but were declared Provisional and not used in the election.

Military ballots is a bitching point every election. It’s not perfect, but isn’t a blanket rejection of military votes.
