The distinction is in the oversight. The difference is 24 states and DC which accept mail ballots (different from requested or absentee ballots). These are not verified ballots, they are mailed to any/all registered voters at their last known address without request. They do not require a witnessed signature, etc.
I still am not among those who think all is lost. I am simply very suspicious of this process and how it invites massive fraud.
