The real problem is vagrancy and addiction which leads to being homeless. The authentic homeless who had some catastrophe that forced them on the streets would take advantage of the services and get back on their feet, wouldn't they?
Conflating all three groups together is a gross mischaracterization.

There is some preliminary evidence that a nicotne receptor in the brain alleviate some schizophrenic executive brain function issues. Back in the day when I did my schooling...I had to serve in a mental institution. The patients used to smoke constantly. I always wondered why. Now that phenomenon is well known. If it pans out...ya gonna see lots of commercials for vaping and cigs...
