The family and the community does that, and the government absolutely can interfere with it.
Banning prayer in public schools is an example. Paying women to have babies out of wedlock is another example. Allowing people to eat without having to work for their bread is another example. Homosexual marriage, Abortion on demand and women in the military are all examples of bad morality being forced on the population by the government.
No, the government doesn't teach morality, but they can certainly make it difficult to impossible for those who do to accomplish it.

I am not advocating "social engineering." I'm advocating for the government to get out of the business of "social engineering." They have made a mess of it.
