Since they said “people experiencing hopelessness” twice, I’m assuming that that is a conscious decision made on the part of newspaper people to describe this population who live on the streets.

It's the constant Media campaign to redefine down any words that correctly, and succinctly, define the detritus of society. Evidently "bum", "drunk", "drug addict" is too harsh, even though it better describes those people.
