You don’t think the CCP bosses would sit in a conference room watching and plotting their response ? The response - was a controlled release of a WMD from a lab while being made to look like an accident. Keep in mind among the first things they did was silencing scientists who tried to sound the alarm bell and cutting off traffic out of Wuhan into other parts of China- while keeping outbound flights from Wuhan to the US open.
