I’m a little puzzled. The idea of the trillions was to encourage business to keep their payrolls and use the loans for that purpose. If they keep people on the payroll the loans would be forgiven.

You have any idea what those payrolls cost, single biggest expense of any company and it will bankrupt you quickly. These companies are looking for some kind of survival.
