We already have it. Its called Google Maps and Facebook App.

The Social Star Chambers know everyones contacts, with dates, times, gps locations and frequency.

If you are silly enough to let them track you. And maybe they are following along like a movie since they were notified of covid-19’s release. Or they informed the lab to begin the plan.
