I don’t see how that could contaminate anyone. In fact I think it would be better for the health (both mental and physical) of those quarantined.
I think the mayor is nuts. And I think some kind of pushback is necessary.

We always knew this was a joke and a massive power grab.
How?
Subways in NYC/Chicago never shut down.
Homeless in NYC/Chicago never touched.
Illegals in NYC/Chicago never touched.
Open air drug markets never touched.
It was play for power and for the massive federal bailout bucks to cover the total incompetence of the government of Chicago.

Beck is the interim Chief of Police. He replaced Eddie Johnson, who was found drunk and asleep at the wheel of his official vehicle late one night after a night of drinking with his side piece. Lightfoot is Chicago's odd little troll of a mayor. She's "married" to a Jewish gal and prefers ill-fitting men's clothes. Case in point:
