I think to some degree, yes.

I know that the Public Heakth Emergency community during the Obama years began using a vendor management system approach as opposed to physical stockpiling.
That won’t work well in a world wide large pandemic for things that are manufactured largely overseas (e.g. China).
I’m guessing they used this after the 2009 H1N1 epidemic depleted stores, but can’t know for sure.
