These people have been in quarantine for 21? days.
I am not sure. But another week of quarantine at home seems a reasonable alternative if they won’t take the test.
Please read post 63. There’s no scientific basis for them to take a test at this point. Those tests should be used for higher priority cases.
You are right. The only caution I would make is if they are vulnerable they take extra care not to be exposed again.

That is so true. I am doing pretty much the same as you. My contact with others has been very limited recently mainly because of my MS. Never was a glad hand, well met person in any event.
