Nancy has set a low bar of acceptable conduct for Minority Leaders. It must be acceptable. She hasn’t been fired or even formally reprimanded by her party.

There might be more to this than it seems at first glance. She knows that Trump is going to deliver a truly great speech, so perhaps she planned to distract him enough to spoil his momentum or even cause him to stop and address her which would cause everyone to forget the speech itself. The ripping part was probably plan B.
