I have recorded all my conversations with public officials for the past 18 years. Because they are acting in their official capacity, you have no duty to inform them.
Even then, there is no duty to inform the other person in a one-party state that you are recording a conversation. I was called once by a collection agency about an alleged debt that I did not owe. The person made some unlawful threats about suing me, ruining my credit, calling my work, etc. I informed them to never contact me, either by phone or letters; or there would be consequences. Told me they would be taking further collections actions. I then informed them that I was recording the call. That ended it.
