If they meet the requirements to become a state then they may become citizens.
But (as a prerequisite which actual American Nationalists will hold necessary) let us first abolish the existence of any type of dual citizenship. If American Samoa should decide to become independent rather to become a state then every single one would become instead a citizen of samoa.
14th Amendment citizenship always only applied to individuals born under the right circumstances in one of the states of the United States. Not to individuals born in a territory of the United States. For the latter to qualify as citizens at birth requires an act of naturalization. As in, Congress must act pursuant to its constitutional power of Naturalization. Which of course means that all such individuals fail the Natural Born Citizen test. Boo hoo.

For the sake of 85,000 Samoan-American citizens should China "annex" American Samoa, would the US go to war over those few island-citizens?
