I would add the fund be paid for by a large fee placed on all money transfers leaving the US to any foreign country.
"GOP" would probably be against this if Obama supported this type of bill. We shall see what Trump will do. I'm inclined to say he will sign it.

I always thought he was a great Senator. I guess not! There are so many corporatists masquerading as Conservatives. If this is the way it is going to be than we Conservatives need to raise taxes on these corporate cretins. My opinion has changed on this question 180 degrees over the past several years.

Even the most green filthy Indian H1B fresh off the plane makes more than most Americans can make in places like King County or San Jose. Soon Austin, Denver, Charlotte etc joins the list. Only jobs left for Americans there are low-paying retail or grocery store jobs. Americans have been forced out of the industry by corporate greed and racist Indian managers that absolutely refuse to hire anyone but Indians once in a position of hiring authority. Funny after an Indian Product Manager (VP) was hired, the American resumes went from 100% to now 20% as H1Bs are allowed to apply now. 80% are now Indian applicants.
As an Software Engineer with 25 years of relevant experience, we can’t just start over in a new field or trade.
