National Grid will be trucking compressed gas to NY to make up for any shortfalls in the pipeline supply. So who owns the trucks that will be hauling the gas?
Is this another situation like Buffet owning the rail cars transporting oil that should be going through pipelines?
Where is the payola, the bribes, the kickbacks?

But can they? If the grid is hit hard enough by winter storms to where they need to start trucking in gas, are the roads even going to be open enough to get the trucks through?

The big problem with that is: government buildings are usually served by staffed plants that are dual-fuel. If the gas goes off, there is usually several days worth of fuel oil available to keep the plant going.
