Yes it does.
Money to the Israelis is fungible. While it may be in the name of military aid, it helps those in Jerusalem.
If you feel inspired to give money out of your own pocket to “the poor in Jerusalem”, by all means: knock yourself out.
Using the power of government to force other people to do your charitable donation is simply robbery. Not that I accept your ‘money is fungible’ argument anyway. It’s not THAT fungible. Military assistance isn’t “aid to the poor”. It’s aid to the government.
If giving military assistance money to some foreign power promotes the security of these United States, then it’s a legitimate thing for the United States government to do. That doesn’t give the foreign power title to the money.
