How many depends upon how you count them. When whomever it was that said “all 17 agencies agree....” was counting the Defense Intelligence Agency, Army Intel, Navy/Marine Intel, Air Force Intel, Coast Guard Intel. Those 5 are focused on military related intelligence and are, or were when I was in Army Intel and DIA unpolitical.
CIA is the prime overseas agency along with the information/intel the State Dept gathers. I agree these two need a good cleaning out.
DOJ/FBI aren’t actually intel agencies, they are law enforcement. But under bh0 they have worked with the CIA and the head of National Intelligence Agency to corrupt then entire intel community. The NSA gathers all electronic sources, but the DOJ/FBI lied to get communications it collected to use against President Trump. The head of NSA, Admiral Rogers, is the person who informed President Trump about NSA getting the FBI requests that he considered as violating the law and thus corrupting NSA and its mission.
The National Geo-Spatial Agency is in charge of satellite reconnaissance which is primarily photographic/digital. It provides the imagery that is used of foreign military deployments and is not in the political realm

You are exactly right . The defense department needs an intelligence service for the army, navy, air force, marines and coast guard. The state department can run its own . After that there is absolutely no need for the fbi the cia. There are arguments for centralization , but you see where this leads.
