Probably so. But the statement, however contrived, speaks for itself. Something that I have been waiting to hear from a prominent Muslim since 9/11. At some point, we had to make good with the Japanese and the Germans... or if you go back far enough in history, the British. The Germans did some especially horrible things. The Japanese, too. Or the Cold War and the USSR. But we did eventually end those wars.
