The Minnesota Transracial Adoption study, conducted over the 1970’s and 80’s, examined children adopted in infancy by affluent white parents. Raised in white culture, going to middle class schools, the adoptees were given IQ tests at 17.
The white adoptees scored an average IQ of 106, the black adoptees, 89.

People living in colder climates and dealing with large seasonal changes have to adapt in order to survive. Much of Africa does not require such adaptations, which lead to problem solving mindsets. So fewer of them develop the mentality that leads to advanced civilization.
But then, what do I know? No PHD here!
